Why Receptacle Placement Near Water Keeps Changing

Few residential code sections have been reworked as steadily as receptacle placement around tubs and showers. The Electrical Code Coach walks through three consecutive code cycles — 2017, 2020 and 2023 — and the story they tell is a code-making panel closing gaps one edition at a time.

Before anything else, the placement point matters. As the video stresses:

“The reason why I always talk about code placement is because things are moving, sections and articles are being moved and deleted, so it’s super important that we establish where we’re at in the code book.”

Good news here: this requirement lives in 406.9(C) in the 2017, 2020 and 2023 NEC. The section number stayed put — only the text inside it changed, and it changed a lot.

The 2017 NEC: A Rule With a Hole In It

The 2017 language is short:

“Receptacles shall not be installed within or directly over a bathtub or shower stall.”

That’s it. Two prohibitions: not inside, and not directly over. Note what it doesn’t say — it never limits the height. Directly above a shower stall means all the way up, however far that goes.

But look at what the rule permits. Under the 2017 wording, you could legally install a receptacle on the wall immediately outside a shower stall, right at the edge. You could do the same beside a bathtub — a receptacle a few inches from the tub rim was code compliant, so long as it wasn’t over the tub itself.

As the coach puts it about that tub receptacle: “Do I think you should put a receptacle that close to the tub? I do not.” Compliant and sensible aren’t always the same thing, and the panel clearly agreed — because the 2020 edition rewrote the section.

The 2020 NEC: The 3 ft × 8 ft Zone Arrives

The 2020 revision replaced vague prohibition with measurable geometry:

“Receptacles shall not be installed within the zone measured 3 ft horizontally and 8 ft vertically from the top of the tub rim or shower stall threshold. The identified zone shall be all-encompassing and shall include the space directly over the tub or shower stall.”

Break that down into the two measurements you’ll actually use in the field:

  • 8 ft vertically — measured from the top of the tub rim or the shower stall threshold, not from the floor
  • 3 ft horizontally — measured out from the tub or shower, on every side
  • All-encompassing — the zone isn’t a flat plane or a couple of separate boxes; it’s a single three-dimensional volume wrapping the fixture

This mirrors the same thinking behind the luminaire zone requirements elsewhere in the code — keep energised equipment out of the reach of somebody standing in water.

The practical consequence is significant. Take a standard bathroom wall running alongside a tub. Under 2017, a receptacle at the far end of the tub was fine. Under 2020, you can’t place one there, or anywhere along that 3 ft band, all the way across. You’re pushed out to the wall space beyond the zone — and once you’re there, you still have to satisfy every other applicable requirement, including the bathroom receptacle required by 210.52(D) and GFCI protection.

The 2023 NEC: Closing the “Below the Zone” Loophole

The 2023 text is highlighted end to end, meaning the panel reworded it again:

“Receptacles shall not be installed inside of the tub or shower or within the zone measured 3 ft outside of any edge of the bathtub or shower stall, including the space outside of the tub or shower stall below the zone.”

Why the extra words? Because somebody in the field made the clever argument. If the 8 ft is measured from the tub rim upward, what about the sliver of wall below the rim — the few inches between the floor and the top of the tub? Is that technically outside the zone?

The 2023 language answers that: the prohibited volume runs from the floor up to 8 ft above the tub rim or shower threshold, across the full 3 ft horizontal reach. No gap underneath, no receptacle tucked in low beside the tub skirt.

The video is generous about why this keeps happening, and it’s worth repeating:

“Every time a code comes out there’s always somebody… that thinks of the wildest way that you can interpret it, and then the code making panels have to correct it. But sometimes they’re not wild, sometimes they’re very valid points — because even the people making the code panels are just people.”

The 2023 Exceptions You Need to Know

The 2023 edition added exceptions that weren’t in 2020. There are four:

  1. Receptacles installed in accordance with 680.23 are permitted — this points into Article 680 territory rather than general bathroom wiring.
  2. Small bathrooms — covered in detail below; this one carried over from the 2020 edition.
  3. Weight-supporting ceiling receptacles — the newer luminaire systems with a male/female adapter that you simply plug the light into. These are permitted provided they meet their parameters.
  4. Bidets and electronic toilets — in a dwelling unit, a single receptacle is permitted for an electronic toilet or personal hygiene device such as a bidet. That receptacle shall be readily accessible and shall not be located in the space between the toilet and the tub or shower.

That fourth one deserves a second read. “Single receptacle” is a defined term — it means a single contact device on its own yoke, not a duplex. And the placement restriction is specific: you may be inside the 3 ft zone, but never in the gap between the toilet and the tub or shower. As the coach notes, that pushes the device to the far side of the toilet — a reading worth confirming with your inspector.

What About Bathrooms Too Small for the Zone?

This is where the theory meets the reality of a 5-foot-wide bathroom. Picture walking through the door: shower on the right, commode next to it, and less than 3 ft of wall from the front of that shower to anywhere else in the room. The required zone consumes the entire bathroom, yet 210.52(D) still requires a receptacle.

The 2023 NEC prescribes the answer:

“In bathrooms with less than the required zone, the receptacle that’s required by 210.52(D) shall be permitted to be installed opposite the bathtub rim or shower stall threshold on the farthest wall within the room.”

In other words, when you can’t clear the zone, you go as far from the fixture as the room physically allows — typically the return wall coming back toward the door. It’s a judgement call on exact placement, and one to settle with your local inspector before you set the box, but the principle is unambiguous: maximum achievable distance.

The Reasoning Behind All Three Cycles

Strip away the measurements and the intent is one thing — stopping someone from charging a phone, running a radio, or setting a laptop down while sitting in the bathtub.

The code isn’t written on the assumption that everyone is a trained electrician. It’s written for the homeowner who moves in years later. As the coach frames it, the goal is to set things up so that someone untrained doesn’t get to make that mistake casually:

“If they put the receptacle right next to the shower, there’s not a lot of thought that has to go into plugging it in and charging your phone while you’re sitting in the bathtub.”

Move the receptacle far enough away and the unsafe act now takes an extension cord and a deliberate decision. That’s the whole design philosophy of this section across three editions.

Know which edition your jurisdiction has adopted before you rough in a bathroom. A layout that passed inspection under the 2017 NEC will fail flat under the 2020, and one that squeaked by under the 2020 may not survive the 2023 rewording.
